According to Callahan,

ROM is a holistic scoring system that looks beyond the traditional metrics used by the NCUA to provide a more accurate and actionable assessment of member value by measuring all aspects of a member’s relationship with a credit union through three categories: Return To The Savers, Return To The Borrowers, and Member Service
